Tallahassee, Fla. — Today, Governor Ron DeSantis announced the appointment of Moshe Popack, Andrew Russell and Heather Shubirg to the Florida Development Finance Corporation Board of Directors.
Moshe Popack
Popack, of Miami Beach, is the Owner of YMP Real Estate Management, a company recognized by the South Florida Business Journal as a Top Commercial Property Management Firm in 2019 and 2020. He is a member of the Young Presidents’ Organization and the Florida Assisted Living Association. Popack earned his master of business administration from Long Island University and his juris doctor from Touro Law Center.
Andrew Russell
Russell, of Jacksonville, is President of Sound Payments, Inc. Previously, he was Chief Executive Officer of Mid-Atlantic Federal Credit Union, Senior Vice President at BBVA and Executive Vice President at PNC Bank. Russell is a Past President of the First Coast Hispanic Chamber of Commerce and is a Board Member of the Arts Museum of the Americas. He earned his bachelor’s degree from the University of the State of New York and a master’s degree from Troy State University.
Heather Shubirg
Shubirg, of DeLand, is Executive Vice President of Team Volusia Economic Development Corporation. Previously, she was Senior Director of the Orlando Economic Partnership and Vice President of Business Development at Enterprise Florida. Shubirg serves on the boards of the United Way of Volusia-Flagler and the SMA Healthcare Foundation. She earned her bachelor’s and master’s degrees in economics from the University of Central Florida.
These appointments are subject to confirmation by the Florida Senate.
